Just throw the splash potion on the infected villager. After that just leftclick him with a normal golden apple, and he starts shaking.

Yes. Any zombie has a small chance of being a zombie villager. Same goes for skeletons in the Nether, for Wither Skeletons (I have noticed normal skeletons spawning in the Nether). This can be proven with zombie and skeleton spawn eggs (skeletons in the Nether, only, though).
Trading is one way to get villagers to breed, another way is to give them a bunch of food (carrots, potatoes or bread). A stack or two should do.
